According to its mission statement, it is rooted in advanced engineering education and research and works to advocate for its members, enable mutual learning, and inspire debate. Its members aim to promote excellence in higher education, training, research, and innovation, while contributing to knowledge societies and a sustainable future.

Its main aims include representing members interests in European research, education, and innovation policy; sharing knowledge and best practices among members; supporting sustainable funding streams; leading debate on the role of science and technology in society; and strengthening the visibility and distinctiveness of its members in Europe and beyond.

CESAER also states that it is guided by values such as research integrity, academic freedom, institutional autonomy, sustainable peace and prosperity, respect for human rights, democratic citizenship, evidence-based policymaking and the free circulation of knowledge.
