The report is the result of a comprehensive scientific process that was guided by the work of the Intergovernmental Panel on Climate Change (IPCC): more than 80 authors analysed the current scientific literature on the design of structures for climate-friendly living. More than 2000 literature sources were evaluated. To ensure quality, the authors' results were reviewed by about 180 experts and about 100 stakeholders in several rounds.The report underlines that the possibilities to live in a climate-friendly way are essentially determined by structures. The prevailing appeals to responsible individual behaviour and calls for sustainable consumption are overestimated in their effects. Accordingly, the core message of the report is to place the joint design of structures for climate-friendly living at the centre of climate policy.
Our colleagues Sibylla Zech and Nina Svanda have written Chapter 19 "Spatial Planning" in Part 3 of the report under "Integrated Perspectives on Structural Conditions". In it, they address the question of the extent to which spatial planning and land use planning promote and hinder the transformation to a climate-friendly lifestyle in Austria. A literature-based assessment is made regarding the effectiveness of spatial planning instruments and their necessary changes are analysed.
