ANNOUNCEMENT OF THE ELECTION TO THE FACULTY COUNCILS OF THE EIGHT FACULTIES OF THE TU Wien

For the term from January 1, 2024 to December 31, 2027, the following representatives and their substitute members are to be elected to the faculty councils of the eight faculties of TU Wien

  • 8 representatives and their substitute members of the university professors and the heads of organizational units with research and teaching responsibilities or responsibilities with regard to the advancement and appreciation of the arts and the teaching of the arts who are not university professors(group of persons according to § 25 (4) Z 1 UG)
  • 4 representatives and their substitute members of associate professors as well as academic and artistic staff involved in research, art and teaching (group of persons pursuant to § 25 (4) Z 2 UG)
  • 2 representatives and their substitute members of the general university staff (staff group pursuant to § 25 (4) Z 3 UG)

Note: 4 representatives of the students and their substitute members (group of persons according to § 25 para. 4 subpara. 4 UG) are to be delegated according to § 32 para. 1 HSG 2014 in conjunction with§ 25 (4) Z 4 UG and the HTU statutes.

A. DAY, PERIOD AND PLACE OF THE ELECTION

Election day: Thursday, February 1, 2024

Time: from 09.00 to 15.00

Place of the election:

  • for the group of persons according to § 25 (4) Z 1 UG (university professors and heads of organizational units with research and teaching tasks or tasks of development and development of the arts and teaching of the arts who are not university professors) 
    Location:
    Festsaal TU Wien, main building Karlsplatz 13, staircase 1, 1st floor
  • for the group of persons according to § 25 (4) Z 2 UG (university lecturers as well as scientific and artistic staff in research, art and teaching)
    Location: Boeckl-Saal TU Wien, main building Karlsplatz 13, staircase 1, 1st floor
  • for the group of persons according to § 25 (4) Z 3 UG (general university staff)
    Location: Festsaal TU Wien, main building Karlsplatz 13, Stiege 1, 1st floor

Note: Votes can only be validly cast for approved nominations. If necessary, the person entitled to vote must prove their identity to the election officer at the beginning of the election process.

B. CUT-OFF DATE FOR ACTIVE AND PASSIVE ELIGIBILITY TO VOTE

The cut-off date is November 23, 2023.

All persons who belong to the respective group of persons pursuant to § 25 (4) Z 1 to Z 3 on the cut-off date and who have reached the age of 16 have the right to vote. Members of the rectorate are excluded.

The right to stand for election is available to all persons who belong to the respective group of persons according to § 25 (4) Z 1 to Z 3 on the cut-off date and have reached the age of 18. Members of the rectorate are excluded.

Note: In accordance with point 3.2 para. 3 of the Senate and Faculty Council Election Regulations, (substitute) membership of the Faculty Council is suspended during the exercise of a function as Dean or Dean of Studies.

C. INSPECTION OF THE REGISTERS OF ELIGIBLE VOTERS

Place and period:

Inspection for all groups of persons pursuant to § 25 (4) Z 1 to Z 3 UG in the office of the Senate in the main building of TU Wien, 1040 Wien, Karlsplatz 13, 1st floor, E 902:

  • Wednesday November 29, 2023 from 10:00 to 12:00
  • Thursday November 30, 2023 from 13:00 to 15:00
  • Friday December 1, 2023 from 10:00 to 12:00
  • Monday December 4, 2023 from 10:00 to 12:00
  • Tuesday December 5, 2023 from 13:00 to 15:00

Note: The respective lists of eligible voters contain the personnel number, first name and surname, date of birth, title, level of employment, organizational unit and group of persons. A valid ID card or the TU Card must be presented for inspection.

D. OBJECTION WITH REGARD TO THE CORRECTNESS OF THE LIST OF PERSONS ENTITLED TO VOTE

Period: November 29 to December 14, 2023

From the publication of the respective list (from November 29, 2023), any person entitled to vote may raise an objection in writing within 10 working days (until December 14, 2023) in the event of any errors. The responsible election commission must decide on the objection no later than 2 working days after the expiry of the objection period (by December 18, 2023).

E. SUBMISSION OF ELECTION PROPOSALS

Period: from the election announcement until December 15, 2023

Any person entitled to vote may submit election proposals.

Place and period:

The submission of election proposals for all groups of persons pursuant to § 25 (4) Z 1, Z 2 and Z 3 UG can be submitted with the subject "Wahlvorschlag" ("Election proposal") to the attention of the chairperson of the respective election commission (Z 1: Peter BAUER; Z 2: Ulrich PONT; Z 3: Günter Bernhard STEININGER)

a. sent by e-mail to the address wahlkommissionen@tuwien.ac.at with the subject "Wahlvorschlag" ("Election proposal"), enclosing scans of the original of the duly completed and signed election proposal and the declarations of consent of the candidates listed thereon as well as any other documents, or
b. sent by post to the address:

The election proposals must be received in writing by December 15, 2023 by the respective chairperson of the election commission (as described above under point E. a. and b.). Otherwise, the corresponding nomination will be rejected as late.

Each election proposal must name an authorized representative. Correspondence shall be sent exclusively via the authorized representative. Each election proposal must contain the written declarations of consent of all candidates listed on it. If declarations of consent are missing, this must be justified. In any case, missing declarations of consent must be submitted by the end of the submission period at the latest. If these are still missing after the submission deadline, the election proposal must be deferred for improvement.
Candidacy on more than one election proposal is not permitted.

Note: The preparation of the list of candidates as part of the election proposals for the representatives of the above-mentioned groups of persons Z 1 to Z 3 is carried out according to the zipper system. This means that a woman and a man must be listed alternately, whereby the proportion of women must be at least 50%. This applies to the entire list. A deviation from this is only possible with objectively justified reasons. Each election proposal must be accompanied by a declaration from the Equal Opportunities Working Group confirming the correctness of the composition.

The election commission examines the election proposals submitted in due time and will return any concerns or objections to the authorized representative with the request for improvement immediately, at the latest within 2 working days after the submission deadline (15 December 2023) (by 19 December 2023). If a request for improvement is not complied with in due time (receipt of the improved election proposals within three working days of knowledge of the request for improvement), the corresponding election proposal will not be considered.

F. INSPECTION OF THE APPROVED ELECTION PROPOSALS

G. APPLYING FOR A VOTING CARD (POSTAL VOTE)

As an alternative to voting on site in front of the respective electoral commission, eligible voters can exercise their right to vote by means of a voting card (postal vote).

Period: December 6 to January 11, 2024

Place, period and manner:

Note: When submitting the application, the person entitled to vote or the authorizedperson must indicate whether the person entitled to vote wishes to collect the voting card in person (if necessary by an authorized person) or to have it sent by post to the delivery address to be specified by the person entitled to vote.

H. PLACE AND PERIOD FOR THE PERSONAL COLLECTION OF A VOTING CARD (POSTAL VOTE)

Deadline: until January 31, 2024 at the latest

If you wish to collect your voting card in person oby an authorizedperson, it will be available at the office of the Senate of TU WIEN, 1040 Wien, Karlsplatz 13, 1st floor, E 902, at the following times:

  • Thursday, January 25, 2024 from 10:00 to 12:00
  • Friday, January 26, 2024 from 10:00 to 12:00
  • Monday, January 29, 2024 from 13:00 to 15:00
  • Tuesday January 30, 2024 from 10:00 to 12:00
  • Wednesday January 31, 2024 from 13:00 to 15:00

Note: Duplicates for lost voting cards may not be issued. Unusable voting cards that have not yet been sealed can be returned and reissued subject to the above-mentioned deadlines for applying for avoting card (see point G. of this announcement).

I. VOTING BY VOTING CARD (POSTAL VOTE)

1. by postal vote from within Austria or from abroad, upon receipt of the voting card:
a) Fill in the ballot paper.
b) Place the ballot paper in the ballot paper envelope and seal it.
c) Sign the declaration in lieu of an oath with your own handwritten signature.
d) Place the sealed ballot paper envelope and the declaration on oath in the voting card.
e) Seal the voting card.
f) Place the voting card into the envelope to be sent by post.
g) Make sure that the voting card
i. arrives by post at the office of the Senate of TU WIEN, 1040Wien Karlsplatz 13, 1st floor, E 902, by 15:00 on the election day, February 1, 2024, at the latest, or
ii. is handed in personally or by a messenger at the office of the Senate of TU WIEN, 1040 Vienna, Karlsplatz 13, 1st floor, E 902, during the opening hours mentioned under point H. of this announcement or at the latest on election day, February 1, 2024, 9:00 a.m. to 3:00 p.m.

2. in front of the responsible election commission on the election day:
Even when applying for an absentee ballot, voting in person in front of the responsible election commission (see point A. of the election notice) is permitted if the person entitled to vote has not already cast their vote by postal vote and brings thevoting card and the blank ballot paper with them to hand over to the election commission.
Note: After handing over these documents to the election commission, the person entitled to vote must cast their vote in accordance with the provisions for voting in person (see point 2.8. of the election regulations). Follow the instructions of the electionl commission and only fill in the ballot paper in the designated voting booth.
