Markus Haslinger studied law at the Johannes Kepler University Linz and received his PhD there in 1990. His dissertation was concerned with the "Law of War Materials". From 1984 to 1995 he had first been a student assistant, then a doctoral researcher and subsequently a postdoctoral researcher at the Institute of Public International Law and International Relations, later at the Institute of European Law at the Johannes Kepler University Linz. In 1995 he completed his court clerkship and joined the Research Unit of Law at the TU Wien. In 2013 he was habilitated there for Public law after completing his thesis on "Circumvention Phaenomena Seen Through the Lense of Austrian Public Law Courts' Case Law".

Since the Winter semester 2013/14 he has been working as Associate Professor for Public Law and has also been engaged in advancing ​​the university's so-called “third mission”, namely the transfer of scientific expertise to politics, business and society. He was entrusted with the management (ad interim) of the Research Unit of Law from 2013-2020 and held the position of Deputy Head of the Department of Spatial Planning from 2015-2018.
