The ramp-up of electromobility and the decarbonisation of vehicle fleets requires the comprehensive expansion of charging infrastructure. Publicly accessible garages have a particularly important role to play here, as charging infrastructure can be provided there more easily and garages in larger cities and municipalities represent a more spatially compatible type of parking anyway. Operators of car park locations therefore have a relevant function, but are also confronted with a variety of challenges. As part of this project study, a guideline will be created to provide assistance in the expansion of charging infrastructure in garages. In addition to electrical, structural and legal aspects, the guide will also focus on economic perspectives (business models). In addition, the project study will develop recommendations for the design of the strategic-regulatory framework.

The focus of the Research Unit of Law in the project is on analysing the legal framework for the planning, construction and operation of charging stations in publicly accessible garages. In particular, aspects of building, commercial and electrical engineering law are being analysed. In conjunction with the case studies analysed in the project, legal problems and obstacles are to be worked out and requirements for action identified.
