Urban heat mitigation: a theoretical and empirical assessment of economic valuation approaches

The study makes theoretical and empirical contributions by categorizing three approaches to valuing urban heat mitigation: (i) effect-based valuation, which values the cooling effect itself; (ii) cause-based valuation, which values the measures that cause cooling; and (iii) a hybrid approach that integrates both. A split-sample discrete choice experiment empirically tests how the framing of cooling effects influences WTP.

The authors use a discrete choice experiment to analyze residents' preferences and willingness to pay for greening initiatives. Public support for urban greening depends on many factors, two of which are the focus of this study: (1) whether high-income individuals are more willing to pay for urban greening, and (2) how residents' preferences are influenced by the greenness of their neighborhoods (i.e., whether respondents are willing to pay for a tree on the other side of the city).
