Panel discussion at the workshop “Affordable Housing in Europe”

On 4 September 2025, the workshop “Affordable Housing in Europe” took place in Munich – an event organised by the German ESPON Contact Point at the German Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR). The programme offered a broad basis for discussion: Prof. Dr. Franziska Sielker (TU Wien) first presented key findings from the ESPON project House4All on the issue of access to affordable, high-quality housing and later also presented the RESH project on the regional effects of housing shortages. Dr Max-Christopher Krapp (IWU, Darmstadt) presented the results of an ExWost project on housing policies in the EU. Luisa Brandt (BBSR) provided insights into the data from the State-Led Gentrification research project, and Sabine Ruhnke (City of Munich) used Munich as an example to illustrate how housing policy challenges manifest themselves at the local level. In the afternoon, there were three workshops on the topics of supply and demand, political framework conditions and instruments, and data and further research needs.

The event concluded with an exciting panel discussion with Dr Reiner Braun (empirica), Prof. Dr Franziska Sielker (TU Wien), Prof. Dr Dirk Löhr (University of Trier), Christian Huttenloher (DV) and Dr Christian Oberst (IW Cologne).
