This European Compendium of Housing Policies was produced as part of the ESPON European research project ‘HOUSE4ALL: Access to affordable and quality housing for all people’, often also abbreviated as House4All. This Compendium aims to provide a comprehensive and comparative overview of how housing policies are delivered across the ESPON space.

Thereby this compendium

  • takes into account a broad range of indicators showing the diversity of European territories and their specificities in housing markets and policies,
  • investigates and maps the current public policies regarding affordable and quality housing in Europe,
  • provides an understanding of how these public policies are coordinated at different geographical levels in different countries, as well as giving an understanding of how integrated housing policies are across different policy areas, including spatial planning and territorial development policies,
  • revisits policy initiatives in individual countries,
  • gives an overview of the different national understandings of social, affordable and quality housing.

At the heart of this European Compendium of Housing Policies lies a set of 38 country fiches (31 ESPON members + 7 additional European countries).
