The rector’s office concludes target agreements with each of the eight faculties. These agreements last several years. The target agreements are derived from both the university-wide development planning and from the performance agreement with the ministry. They include the further development of key research areas, measures to increase the number of students taking exams, and projects to promote gender equality in the respective faculties. TU Wien strives to strengthen and further develop its profile in the context of changing political and social conditions. The most important university-wide strategic process for achieving this is the creation of a development plan. The law leaves some room for manoeuvre in shaping the development planning process. The rector’s office has adopted an approach for drafting the development plan which goes beyond the requirements of the Universities Act (statement from the Senate and approval by the University Council) and enables further participation of all affected groups of people: The process involves the deans, heads of department and interest groups. The Senate and University Council have the opportunity – beyond their statutory function – to take part in preparing the development plan. Given that the development plan is the basis for the draft of the performance agreement and that the quality targets are derived from the strategic goals in the development plan, a broad participatory process ensures that all those responsible support TU Wien’s quality assurance strategy.
Since the Universities Act came into force, state control of TU Wien has been limited to contextual control and uses the performance agreement (three-year performance mandate) for this task. The Austrian Federal Ministry of Education, Science and Research (BMBWF) is currently in charge of supervision and the 2019–2021 performance period is applicable on the basis of the 2025 development plan.
