Challenges and options for crisis management

The pandemic raises multiple questions about the resilience of public finances in the federal system:

Do all three levels of local government enjoy good financial stability?

Is fiscal equalization sufficiently flexible to respond to crises?

What is needed to improve general government interplay and to be fit for future crises?
