Recycling quoten are not the goals

A fact that is often overlooked in waste management: Recycling rates are not targets. At best, they serve to achieve waste management targets. However, if the relationship between quotas and targets is not sufficiently understood, then it is not possible to set optimal quotas. But this is exactly what happens time and again.
