The Forum of Austrian University Libraries (ubifo) analyses possible effects of Plan S on academic publishing.

Plan S, opens an external URL in a new window is a strategy by international research funders (cOAlition S, opens an external URL in a new window) to make all scientific publications resulting from publicly fincanced research accessible under open access conditions immediately without any embargo period. In the course of the last years, the open access transformation was advanced by various projects of the Austrian universities and university libraries. Nonetheless, universitites cannot fully implement all of the Plan S principles.
