Framework conditions and theoretical feasibility for the establishment of logistics hubs in Seestadt Aspern, Vienna

City logistics account for around a quarter of CO2 emissins in the logistics sector, even though they only represent about 4 % of total ton-kilometres. At the same time, parcel volumes are growing rapidly, driven by e-commerce, e-grocery, demographic change and shifting consumer behaviour. This leads to increasing traffic, emissions and land use, while urban space remains limited. As a result, urban logistics solutions are becoming a key lever for ensuring liveable urban neighbourhoods such as Seestadt Aspern.

The core of the logistics concept is the detailed estimation of the volume of shipments according to the expansion steps and the associated forecasts for 2024 and 2035. The calculated volume of shipments is in turn differentiated according to usage types and logistics segments, in particular CEP. This forms the foundation for specific measures to reduce emissions and traffic volumes. These include CO2-free fine distribution via cargobikes, micro-hubs, logistics hubs with drafts for location and operating concepts as well as a demand-orientated review of loading zones and parcel boxes.

Technical, structural, operational and legal solutions are outlined in this concept in relation to growing parcel volumes and an increasing number of residents. Accordingly, these solutions must be harmonised with the heterogeneous range of interests of a diverse city logistics landscape so that measures can be put into practice in the future.

In summary, the concept offers theoretically feasible, resilient solutions for climate-friendly, integrated logistics and supports administration, planning and business in the design of growing urban districts.
