With the RCC4ÖAG research project – Regulatory Criteria Check for Public Clients – a new initiative is being launched that addresses a key driver of digitalization in the construction industry. Together with partners from academia and industry, the technical university of Vienna (TU Wien) is working on the development of an open methodology for transforming textual regulations and standards into machine-readable, automated openBIM checking logics.

The objective of the project is to develop a transparent and reproducible methodology that enables text-based requirements to be systematically transformed into model-based logic. In doing so, the project closes a significant gap between existing regulatory frameworks and their digital applicability. At the same time, domain experts without programming knowledge will be enabled to create and adapt such logics themselves.

A particular focus is placed on the combination of Large Language Models (LLMs) with a Human-in-the-Loop approach, as well as the use of visual modeling environments. This creates a bridge between domain-specific descriptions and technical implementation. The developed approaches will be prototypically implemented and validated within an open source–based system environment in order to ensure long-term maintainability, transparency, and vendor independence.

The project is funded under the Collective Research program by the Austrian Research Promotion Agency (FFG). In addition to TU Wien, numerous public clients are involved, including ÖBB, ASFINAG, Wiener Linien, Bundesimmobiliengesellschaft (BIG), City of Vienna, as well as the federal states of Lower Austria and Styria. The consortium is further complemented by the supporting partner ODE – Office for Digital Engineering, which contributes additional use cases and practical feedback.
