On 11 June 2026, a dialogue workshop was held at Die GARTEN TULLN, in the premises of the LEADER Region Donau NÖ-Mitte, as part of the StartClim-funded research project “Spatial Planning and Building Law Analysis of the 2024 Floods in Lower Austria”. The event was organised by the Research Unit of Land Policy and Land Management together with Büro Dr. Paula.

The workshop forms an important part of the research project. Its aim was to gain insights into the challenges faced by municipalities, regions, and planning practice in dealing with flood events.

Following an introduction by Barbara Steinbrunner, Prof. Arthur Kanonier provided expert input on the legal framework. Initial results from the GIS analysis were then presented. In addition, Marion Török, Mayor of the municipality of Zwentendorf an der Donau, and Bernhard Heinl, Mayor of the municipality of Michelhausen, reported on the challenges faced by their municipalities in connection with the 2024 flood event.

Further insights were provided by the KLAR! regions Wagram and Tullnerfeld Ost: Stefan Czamutzian and Rupert Wychera shared their experiences and the consequences drawn from the flood. To conclude the presentation part of the event, Kerstin Radakovitz from LEADER Donau NÖ-Mitte presented the project “Water – Curse and Blessing”.

Building on these contributions, Esther Böhm from Büro Dr. Paula introduced the workshop session. Central issues, challenges, and possible solutions were discussed from the perspectives of different stakeholders. The exchange provided valuable input for the further development of the research project and highlighted the importance of closely linking scientific analysis, municipal practice, and legal frameworks.
